Tracy Ward is the founder of Bluebird Enterprises, LLC, where she helps nonprofits, municipalities, and small businesses turn bold ideas into practical, measurable results. Her work spans aquaculture, agriculture, housing, and community development initiatives — always with the same focus: connecting vision to execution through strategy, partnerships, and collaborative design and implementation.
With more than three decades of experience in community and economic development, Tracy has led projects that bridge sectors and build resilience. She was the inaugural Executive Director of the Easton Economic Development Corporation, where she guided a main street-to-waterfront redevelopment plan that attracted significant public and private investment. Before moving to Maryland’s Eastern Shore, she contributed to Baltimore’s growth through leadership roles at Belair-Edison Housing Service, Downtown Partnership, and Fannie Mae, while also founding Urbanite, an award-winning magazine.
Since launching Bluebird in 2022, Tracy has advised projects ranging from oyster aquaculture and green workforce development to housing initiatives and farmers markets. She serves on the board of Blue Oyster Environmental and is President of the St. Michaels Farmers Market, reflecting her commitment to regenerative principles, social equity, and community-driven solutions.
Tracy resides in Royal Oak, Maryland, where she indulges a passion for gardening, sailing, and her love of travel.
Pam Skillings brings a wealth of experience and a diverse professional background to Bluebird Enterprises. With a successful 26-year career in sales and management at Xerox Corporation in Pennsylvania, Pam has honed her skills in various sectors, including banking, insurance, retail, and administrative roles over the subsequent 10 years in both Pennsylvania and Maryland.
Prior to joining Bluebird Enterprises, Pam dedicated five years to providing crucial administrative support at the Easton Economic Development Corporation (EEDC), contributing to the organization's success under Tracy's leadership. Beyond her professional pursuits, Pam is deeply engaged in English as a Second Language (ESL) tutoring, assisting adults in countries such as Brazil, Turkey, Saudi Arabia, South Korea, Japan, and China.
Pam's passion for global cultures extends beyond her professional life. She has a particular interest in Latin America, where she has lived in Ecuador, Peru, and Chile during various periods. Alongside her love for travel and cultural exploration, Pam maintains an active lifestyle, enjoying daily workouts at the gym, playing tennis, and indulging in her enthusiasm for buying and cooking organic foods. Her social circles are as diverse as her experiences, celebrating friendships with individuals from numerous countries.
Pam holds a Bachelor's degree in Education and a Master's degree in Guidance and Counseling, both earned at Indiana University of PA. Additionally, she has obtained a certificate in Spanish from the University of Valladolid, Spain, showcasing her commitment to continuous learning and cross-cultural understanding.
